Talas Regional Youth Council (TOCM) a non-profit, non-governmental organisation in Kyrgyzstan, in an oblast of Talas was founded in 2010 with the mission to identify the problems of young people and actively contribute to solving them. With its work TOCM put's a great focus on the needs of rural youth and supports cross-sectorial cooperation on the local level with municipalities.
TOCM has a multi-faceted approach to youth matters - working for and with young people on a grass-root level and also support youth centers, local government and professionals to improve their policies and services for youth.

Empowering path to the conscious adulthood
Shaping the Leaders of Tomorrow
in the six-month training course, young people are empowered to actively participate in decision-making processes on the local level. With seven modules young people learn how to identify the needs of the local youth and promote the solutions by advocacy. Participants also get an opportunity to realise their own social project ideas.
Youth as agents for peace
multipliers disclose the conflict-sensitive matters and act for resolutions. Young leaders conducted roundtables and activities preventing radicalisation through promoting sports, art and culture.
Supporting structured dialogue
Better youth policy on the local level
TOCM initiates the structured dialogue between municipalities and local youth in the youth centres and outside in the rural areas. TOCM supports developing the local youth strategies, action plans and its implementation.
Putting ideas into action
to support organisational sustainability TOCM is running several social enterprises where young people with fewer opportunities will be employed after getting training. Throughout this project TOCM is running a catering service, polygraphy, a mini-zoo and archery school.
